Prugar Consulting, Inc. (PCI) is a structural engineering consulting firm specializing in the examination, analysis, and evaluation of damage, distress, or failure in the structural portions of an existing building or other structures. These services are commonly used for the purpose of determining the cause and origin of the damage, distress, or failure to determine policy coverage, potential for subrogation, and/or an estimate of repair costs. These services may also include determining the feasibility of repair, providing a scope of the structural damages, and offering general or detailed recommendations for repair of the structural damage. The scope of our services may include only a preliminary assessment of the situation or may require a more detailed evaluation that proceeds through the execution of repair or dispute resolution.
This specialization is commonly called forensic engineering and is a sort of detective work in structural engineering. These evaluations are performed by our registered Professional Engineers.
We evaluate the distress, damage, or failure within a reasonable degree of engineering certainty, render professional opinions based on our findings, provide recommendations for the repair or reinforcement of the structure, and/or provide expert testimony. Our procedures may include interview of eyewitnesses or others familiar with the subject structure, visual examination and documentation of the structure, material testing, engineering analysis, information research, appraisal services for dispute resolution regarding the cost of repair, providing expert testimony, preparation of construction document, and/or review of repair work for general compliance with the construction documents.
Our professional opinions and/or recommendations are commonly first reported via telephone and subsequently presented in a written report. The report may be a short summary, a detailed explanation with photographs and/or sketches, or some blend of these formats depending upon the needs of the situation. Our reports have a reputation of being written in a fashion that clearly explain technical issues in a fashion that can be understood by the general public, yet we use terminology that is helpful in determining insurance coverage and potential legal issues.
We are aware of the need for prompt response and timely performance of engineering evaluations so we discuss scheduling and potential delays with the client when our normal response and performance times cannot be met. This allows the client to make an informed decision in the best interest of their client and their company.
We at PCI also know that a proper assessment may be accomplished during an engineering evaluation when the evaluation is based upon the accurate comprehension of the available facts and an objective consideration of those facts. We strive to accurately comprehend the available facts and to apply objective consideration. It is our goal to present findings that are based upon a reasonable degree of engineering certainty, that are communicated clearly, and that are ultimately received as true and objective by another objective person.
Lastly, we offer technical advice and explanations during the litigation or the dispute resolution phase to assist with settling an issue. The engineers at PCI have been recognized and qualified to provide expert testimony at trial or arbitration in the Federal Courts, State Courts, Court of Common Pleas, and Small Claims Courts.
